Pools and Hot Tubs
If you want to add a pool or hot tub that will have 24 inches or more of water in it, you will need a permit from the City of Waukee. This includes, but is not limited to, in-ground, above-ground, on-ground pools as well as hot tubs and spas. This helps ensure your pool or hot tub meets requirements for city ordinances, including safety features. (Code 165.02)

Permit Process
- Obtain and fill out a general permit application online here. Search "pool" or "hot tub" to find the relevant permit application.
- Within the permit system, you will be notified of review questions, approval and fees due.
- After the permit has been approved and paid for, you may begin your project.
- Schedule and complete inspections with the City of Waukee before using the swimming pool or hot tub by calling 515-978-9533.
- A certificate of occupancy will be issued once staff has approved the final inspection and the residential swimming pool or hot tub is safe for use.
Pool Permit Application Requirements
In order for a property owner or tenant to put up or install a swimming pool, the City of Waukee requires:
- A permit application for the residential swimming pool, and any supporting documents related to the build specifications
- Copy of the signed Homeowner Acknowledgement Form (Pool) attached to the permit application
- Supporting documentation for a fence or barrier to surround the residential swimming pool (169.07R1) (165.02)
- A permit application for any decks, stairs or accessory structures related to the residential swimming pool
- A site plan indicating the location of the new project on your lot
Hot Tub or Spa Permit Application Requirements
In order for a property owner or tenant to put up or install a hot tub or spa, the City of Waukee requires:
- A permit application for the residential hot tub or spa and any supporting documents related to the build specifications
- Copy of the signed Homeowner Acknowledgement Form (Hot Tub) attached to the permit application
- Supporting documentation for a fence/barrier to surround the hot tub/spa (169.07 R1) (165.02) A fence is not required for a hot tub/spa when it is equipped with a lockable safety cover compliant with ASTM F1346 (169.07 R1)
- A permit application for a fence, if applicable
- A permit application for any decks, stairs or accessory structures related to the hot tub/spa
- A site plan indicating the location of the new project on your lot
Permit Fees
- In-ground Residential Pool permit: $150, which includes Electrical and Fence permits.
- Above Ground Pool permit: $50
- Hot tub Electrical Trade permit: $75
- Fees are subject to change due to City adopted ordinances. Further charges may be issued upon review of any and all submitted materials.
Things to Know Before Construction Begins
- Restrictive covenants are the responsibility of the property owner. Check with your homeowner association (HOA), if applicable, before installing your project.
- Carefully consider placement of your pool or hot tub. They may not be constructed in any front yard and must be placed outside of any easement(s) running through the property. Ensure site plan compliance shows placement greater than 5 feet from the home, footings for a deck attached to the home, egress windows and property lines. (165.07).
- Always contact 811 before digging to locate utilities that may be under your property. Summer months have a high demand for utility marking, so we recommend contacting 811 at least one week in advance to ensure all marking organizations can visit your property. - An inspection of the hot tub or pool is required prior to use. You must have a certificate of occupancy issued by the Community Development Department prior to using your hot tub or pool.
